On December 7, Davis Malm founding partner Harold R. Davis was awarded the Government Affairs Award at the annual meeting of NAIOP Massachusetts, the Commercial Real Estate Development Association. Mr. Davis received this honor in recognition of his expertise and advocacy to create the new Local Infrastructure Development Program. He worked for years to educate legislators on the many benefits of such a program for both the public and private sectors and was instrumental in drafting a new chapter of the Massachusetts General Laws, which Governor Patrick signed into law on August 7, 2012 as a part of “An Act Relative to Infrastructure Investment, Enhanced Competitiveness and Economic Growth in the Commonwealth.” The law (Chapter 23L) provides municipalities with a local option to approve tax-exempt “special assessment financing” of public infrastructure needed to support private development or to upgrade existing public works facilities.

NAIOP Massachusetts, the Commercial Real Estate Development Association, is the leading organization for developers, owners and related professionals in office, industrial and mixed-use real estate. The organization advocates for the commercial real estate industry by suggesting innovative approaches to simplify the regulatory process, promote privatization of select governmental functions, and improve the overall economic competitiveness of the Commonwealth.

Mr. Davis is Of Counsel at Davis Malm and President of New England Economic Development Corp. He has over 30 years of experience in the area of government-assisted financing and has served as bond, agency, underwriter’s, trustee’s, borrower’s, credit enhancer’s, and purchaser’s counsel in hundreds of tax-exempt bond financings. Currently, much of his time is involved with qualifying and selling Massachusetts Brownfield tax credits for real estate developers, both for-profit and not-for-profit organizations. Mr. Davis recently announced the formation of Economic Development Incentives Inc. This joint venture between Dorfman Capital and New England Economic Development Corp. was established to serve real estate owners who develop Brownfield sites and are eligible to receive Massachusetts Brownfields Tax Credits.
