On October 11, Davis Malm founding partner Harold R. Davis spoke at the National Association of Industrial and Office Properties (NAIOP) Government Affairs Roundup. The annual program provided an update on the Department of Environmental Protection’s regulatory reform efforts and discussed recent regulatory and legislative changes, including the Permit Extension Act extension and important new infrastructure financing tools. Mr. Davis focused his presentation on using the new local infrastructure development program, which provides municipalities with a local option to approve tax-exempt “special assessment financing” of public infrastructure needed to support private development or to upgrade existing public works facilities. This new financing option results from the newly enacted Chapter 23L of Massachusetts General Laws, which Mr. Davis and his Davis Malm colleague, William F. Griffin, Jr., were instrumental in drafting.
