On September 19, Davis Malm shareholder William F. Griffin, Jr. served as a faculty member at the Massachusetts Continuing Legal Education’s Massachusetts Land Use, Development & Energy Legislative Update 2012 program. Mr. Griffin’s presentation focused on the recently passed General Law chapter 23L, part of “An Act Relative to Infrastructure Investment, Enhanced Competitiveness and Economic Growth in the Commonwealth,” which he and his Davis Malm colleague, Harold R. Davis, were instrumental in drafting. The new chapter 23L provides municipalities with a local option to approve tax-exempt “special assessment financing” of public infrastructure needed to support private development or to upgrade existing public works facilities.

This program provided participants with the latest updates on two recently passed Massachusetts legislature bills, and was designed to instruct and inform participants on the new tools available to them and changes to existing programs.

Mr. Griffin has extensive experience with sophisticated business and financial transaction, including mergers and acquisitions, public offerings and private placements of equity and debt securities, venture capital financing, tax-exempt bond financings, tax shelter syndications, equipment lease transactions, state and municipal finance, foreign investment in U.S. real estate, and bank and utility regulation. He also has extensive experience in real estate transactions, including condominiums, subdivisions, mortgages and mortgage foreclosures, commercial leasing, construction and permanent financing, as well as zoning practice, litigation, work-outs and asset recoveries.
