On July 15, 2016, Davis Malm shareholder, Robert J. Munnelly, Jr., presented at the annual New England Cable & Telecommunications Association, Inc. (NECTA) Convention and Exhibition in Newport, RI. Mr. Munnelly was one of the regulatory experts who participated in the closing panel, “State Regulatory & Legislative Update,” which addressed topics covered throughout the conference that are likely to be considered in 2016 legislative sessions and regulatory dockets. Mr. Munnelly contributed to the discussion of potential competitive harms associated with government-funded broadband initiatives and specifically noted the planned Connecticut fiber program as being of particular concern.  

Mr. Munnelly practices in the Regulatory area. He has extensive experience with legal, regulatory, and local taxation issues faced by cable television, telecommunications, and energy companies in New England and nationally.  Mr. Munnelly’s practice in these areas includes representing companies in all six New England states in obtaining utility commission and local licenses; ensuring ongoing compliance with applicable state, local, and federal laws; advocating for changes in existing regulatory requirements and market design; and obtaining approvals or disclosing corporate change transactions and transfers. He also has substantial experience working with companies in other regulated industries and in appellate practice in state and federal courts. Mr. Munnelly’s data security and information privacy practice focuses on advising and working with companies to develop written plans, improve security-related polices, support compliance training, and respond to potential security breaches.
